4.0 - Free transfer ? (Or at least for EU players who play(ed) on NA?)

So with the release being so close - what is the final word from Square Enix?
Will people get a free move due to the recent NA server move?
Or at least EU players who play/played on US?

But according to this:

Transfers to designated Worlds will be free of charge.

So this is not really related to the server move, but the congestion that will occur due to the 4.0 release. And it also says designated worlds. So that means, I assume, if you are from EU, you can move to these new centers...?

My story: I personally, play on Sargatanas. Moved here because EU always felt dead and no one ever really spoke in chat or in FC. It felt like an MMO, played solo. Now I don't know if this changed, but I do know that I cannot play with a 300+ ping anymore that spikes up even higher. My DPS plummeted, if I try to heal I have a very hard time, if I try to avoid AOE in the dungeon it's almost impossible - basically, all gameplay has become suffering. The news said EU worlds experience a high population now, so that sounds good to me. Maybe I will be able to find an FC where people actually speak English, it would be truly great.

If there is no transfer I will simply start a new character. But it would suck, losing all my reward/unlock items.
Sadly, paying for 3 family members (3x10+ EUR) is out of the question. Especially that now we also have to buy Stormblood.

If you have all the chars you want to transfer on the same server it only costs one time the transfer fee. But for free transfer, i think your only chance is going to the new server, that's probably not gonna be too huge at first

idk when you moved to NA datacenter but EU (Odin at least) feels very much alive and very active in both casual content and endgame.

Same for Cerberus, although with all activities being cross World, it does not really matter which server you are on

For EU the transfer to the new server would be for free
For NA I can imagine that Mateus is a candidate for free transfer
