In the case of dps it is simple, highest potency per second while doing mechanics, some potency malus could be applied when a player is hit by a dodgable mechanic. Notably to not have dps tunnel vision just to get their last bit of potency.
On the other hand, what defines a good healer in dungeon? One may say dps but we know Yoshida doesn't really like healer dps but, at the same time, a healer having 1 action per 10sec isn't really a good healer. Potency(heal) means little as a good group would end up with a healer healing less.
