Can we get some sort of content gate for level 70 content?

Blizzard tried this, it plus story failings lead to the biggest content drought expansion due to lack of players. Pass.

Which drought are we talking about here MoP, WoD or Legion? Either way this game has a small community as it is; content gating would only make it smaller.
