If you don't wish to play with random players of variable skill levels then you should avoid pugging. Let's not block casual players from casual content.
The only content gating I want to see--at least one that is realistically possible--is an ilvl check for all pieces of gear AND a check for the appropriate stat corresponding to the class.
Healing DRK is literally... the same since ShB. The reason why people think it's a meme to heal nowadays because DRK receives very little to no buff to their sustainability vs 3 other tanks getting something useful. If you're capable of healing DRK back in ShB (or any tanks), then you'll heal EW DRK just fine.
Statics and FCs exist for people who don't want to risk pugging. Find one of those.
Then they can sell a "content gate skip" potion on the mog station!
EA hasn't even started yet, but we already demanding dps check's. I must of missed the flyer that went around, announcing that at the start of the new expansion everybody is level 70. Maybe we are getting to 70 first, waiting up to 3 weeks before a actual raid is released, before we start worrying about dummies.
I remember when wow did something like this.
You had to clear silver in the proving grounds for your chosen role.
For DPS. It was basically just a few encounters that taught you basic situational awareness, how to understand mechanics, and made sure you were capable of clearing dps checks (ilvl was scaled, of course, putting everyone on equal footing).
For Healers, you had to keep a party of NPCs alive through various scenarios, learn basic cooldown and mana management for when things get tough, and how to prioritize dispelling debuffs on your party members.
For Tanks... well, i never did this one personally, but to my knowledge you had to take a party of NPCs and protect them while being healed by a sub-par healing npc. It taught tanks how to sustain themselves effectively through proper cooldown usage and keep aggro.
They were actually easier than i'm making them sound at the silver level of difficulty. At gold, things get more hectic all over the place, but silver is just a very average difficulty (bronze just makes sure that you are classified as a living organism)
It was great, the people who were incapable of completing them whined on the forums, but the quality of players you'd run into in random heroic dungeons was greatly increased (the average level of self awareness increased from dead tuna to sentient nihilistic pumpkin), and queues didn't take much of a hit. People who were bad were forced to learn and improve their gameplay to meet the most basic standards, or they were forced to sulk in their shame.

Just because they haven't done it yet, doesn't mean it won't happen eventually... probably. Depends on how much people request it, or if it makes it to the 'Ask Yoshi-P' in the Live Letter.
Just so you know, you get level 70 gear when you do your level 70 class stuff. So there's no excuse for people to have too terrible armour
