World of Darkness Queue?

Steps:
Sit in queue for 25 minutes, get queued up for World of Darkness, have 1 tank not accept the queue. Then proceed to wait another 15 minutes (and counting as I type this) because apparently it sent all of our 15 dps to another group?????????????????????????? I don't see this how this could be "working as intended." Unless somehow all 15 dps decided to just quit after the queue failed because ONE tank decide not to accept it. I really feel like this has got to be a bug or a flawed system that needs to be worked on so people don't sit an hour+ in a queue.

Edit: This is probably partially due to no one queuing up for the Raid, but because of this incident I got to sit in queue for over 2 hours. https://puu.sh/wft40/b46452ea18.jpg I'm not sure how you go from full party, to minus a tank, to finding a tank because they didn't accept the queue pop (at 25 minutes wait) to over a 2 hour wait.
