Because youre not meant to. Plenary indulgence was most likely meant to aid single target heals, or when youre healing both tanks often, like during faust fights, or during the robot phase in a8s. I know that the proc rate and the duration of the actual buff make the skill situational, but even if it was a 100% proc on infinite duration, the only time somoene would ever get the stacks on people other than the tank(s) would be prepull.

Did not read all posts, but did you also include the fairy into your spreadsheet? The fairy is doing quite a lot of healing so even if a whm deals more damage than a scholar, the whm would have less time to dps since he would have to heal more than the scholar wich then may decrease the dps of the whm by a certain amount.

Anyways, if comparison we have, it must be between the compo : WHM / AST (noct) and AST (diur) / SCH.
DPS Pull, DPS total in the fight, MP management, How to heal in the fight, total number of healing/mitigation/defensive spells, etc.

i included mp spent in the spreadsheet too. also, scholar only has the energy drains over white mage now (assize recovers the same mp as aetherflow and its on the same cooldown, and both have lucid dreaming)

this is pretty tricky since healing is fight dependent, but in page 2 i point out some things about my experience in savage speedruns and how it wouldn't hurt the parses too much

As you note yourself, it's all a make or break situation depending on the content we come up against. Great thread and some very interesting reading though, it's nice to see some logical thinking on here with some grounded analysis of what we've got vs the 'woe is WHM' thinking that's been all too prevalent ever since the preview. Also,Stone Iv has gone Down from 260 to 250 now. So sch will most likely got the same dps. Not to mention Fey Wind ( even if it's just a little dps increase, it's still one).

i have to re do all my math. strategem is also 15% and on a longer cooldown, and thin air got a shorter cooldown. i also didnt consider that aetherflow trait at all......
fey wind isnt really used much btw since eos is less healing = more dps, but its really fight dependent
