Since 2.0 they have always removed such information from the preliminary patch notes and then added it back in for the full patch note release. The only thing that changes this time around is that they will not include the huge lists of new items, weapons, armor, and crafting recipes in the final version of the notes. For Heavenswards release they said there was just too much to list.

Just a slight problem: they will also run lodestone maint simultaneously, which means..... the patch notes won't be available for reading until the lodestone maint has ended.
From what I remember even though the lodestone was on maintenance certain parts of it was accessible like news and that's it so people could still see the patch notes even though the lodestone was having maintenance.

The Prelim ones will still be released without a patch note reading, most likely.
so no pre-patch notes. I could have swear I heard pre-patch notes for June 13th
Actually i wonder when we will be able to begin the download for SB for the early access.
The timetable state when the maintenance of the server begin but not when the actual download start
