If they're even in Doma & Ala Mhigo. They could be in other countries that are under Garlean rule.

Our goal isn't necessarily to save all the people, it's to regain the territory and remove it from Garlean control. Saving every single person conscripted into the Garlean army over the last 20+ years is probably pretty low on our priority list, all told, not in the least because we can't necessarily afford to make distinctions between Garlean troops (and indeed, this was never something that came up while fighting in Eorzea). Whether the game will call attention to this at all remains to be seen, but I can imagine the attitude is mostly "anybody fighting for Garlemald is a lost cause."

It's easy to fall in line with the mob, do as is done. A good soldier will fall in line, a better person will voice doubt and use discretion in the subjection/ policing of a people (yes i know how that sounds). For the most part Garleans may be (willfully) ignorant of what it takes to create and keep an empire. The conscripted (those not brainwashed and forcibly converted) may only be serving as an non optional situation. As was revealed with...

Fordola: A young soldier born under Garlean occupation of Ala Mhigo, Fordola was promised the world, education, training, citizenship- in exchange for service. Scorned as traitors (kinslayers) by their people and Savages by their Garlean masters, she and others like her struggle to forge their own path in an unforgiving world.

Once the liberation (heh) of Ala Mhigo is on the horizon (same as Doma), those who continue to fight will be going so just to protect their right to oppress their own people. Any who could have been turned/ made to see the error of their ways will already be at our side.

Shes honestly the new character I'm looking forward to interacting with the most because of this. While all of them have pretty obviois expected flows, she has the largest amount of probable endings. Im hoping it takes a few patches to get a resolution on her story.
