New Parameter Effects (INT = PUG DMG ect)

I guess something like this was coming when I saw you could meld INT materia into pug weapons. Same for gla and mind as well.

To what materia to what weapons they can be bond, as been showing what the dev team has had in mind for the classes.

Same with Arc, and look at the mp pools too, we've had clues for a while
