Looking at the Wolf People they seem to be wearing outfits that are at least close to imperial uniforms. My money's on a subjigated beast tribe from Ilsabard somewhere. It's standard practice for the empire to station conscripts outside their homeland after all.
Alternatively they're wearing masks and it's the sole character in the entire game who's associated with wolves, Gaius Van Baelsar, the Black Wolf, back from the dead. (it's not, that'd be silly). Gaius also used a sword. Compelling evidence indeed.
Or said charcter is like Yugiri and setting up a future pc race.
