Steps:
1. Enter race. During the first leg you'll come across a slow pad with a speed pad immediately following.
2. Jump the slow pad, landing before the speed pad and the speed pad will not activate.

edit: It appears the "activation area" is so far forward that if you don't land before the jutted out curved area in front of the pad it will not launch you forward. This is visually confusing, though possible to gain the effect without the slowdown.
