Obviously they would start leveling in 3.0 but starting place to unlock would be interesting.

Heard Limsa for SAM in one of the videos or streams from the people that were at the media tour. I'm sure we'll know for sure before release though.

I also distinctly remember the dev team saying both will have NPCs IN the 2.0 area, so that players can unlock either without having to progress into the story.

Actually, to be precise, it is where the Rogue's guild is. Ninja questline is in Wineport area.

They will most likely release this info in the patch notes. For HW they had an early access patch notes and then came out with the normal release patch notes a few days later.
