What servers should be expected as free transfer?

Midgardsomr's ballpark actives is in the 6k range. 7k is where SE seems to designate as highly congested (Re: EU data center numbers). There isn't a reason to give it an incentive when the other worlds are probably 3-5k away from being highly congested.

might be a good idea to stay away from aether as it will be hit the hardest come stormblood, im tempted to move off aether for a short duration to get my stuff done without aether going down a lot

As far as I know, the free transfers are only going to apply to people leaving Balmung and Gilgamesh as far as NA servers go.

It applies to any transfers to designated worlds. So long as the transfer is to a designated world by SE for the free transfers, it will be free. Doesn't need to be Balmung or Gilgamesh.

Anything not on the list as to what's currently closed off. Odds are they won't just do EU servers because they also want to encourage NA and even JP players to move to another server to help ease the population of those high populated servers.
