With the introduction of the World Transfer Service, there may be cases where players are requested to transfer to other Worlds due to fluctuations in population. We may also consider the splitting or merger of Worlds. Because of this, there may be instances where players who have used the World Transfer Service are requested to move to a different World. That's something for SE to decide, but it needs to be something with a lasting effect, that you get to keep, and not something the effects of which fades in a month or two. MMORPG players like shinies.

Keep in mind that the gil and free game time promise is valid exclusively for *new* characters (not transfers), and only for European servers. That's gonna be a drop in the ocean.

You are far more likely to get roleplayers to move than PvErs. Regardless, if you have no solutions, there really isn't anything to discuss.

And I initially thought that as well, however they mention all worlds. The implication means it's unlikely just the two new EU servers. If it did turn out to only be those servers, SE is utterly delusional.

Yeah. It's totally reasonable to expect paying customers to do the work, instead of the paid service provider.

You're having some weird ideas about the service you're paying for and therefor the things you're entitled to. Last I checked SE didnt marketed this game as RP'ers heaven or cater heavly specifically to your community. You're getting excatly the service you're paying for: access to the game the devs want to develop. If you want to use this game as a platform for RP - be my and their guest, but dont pretend as if you're not getting the service you're paying for. It seems fairly obvious that the devs have no intrest in establishing an official RP-server - its ofc well within your right to suggest one, but they're under no obligation to persue that request.
You have the option to "do the work" yourself, because its work SE has no intrest in doing - and its also not work you're actually paying them to do. And you knew that.

If you're intrested in being part of a certain community, is it so unreasonable to ask of you to build that certain community?

When I go to ikea and buy a wardrobe I still have to assemble it myself, despite being a paying customer - I knew beforehand that I would have to do that work myself...

You read the article incorrectly.

It is not just for European Servers. The title for that section is "Addition of EU Data Center Worlds and Improvements to Population Distribution".

All Worlds on the EU data center are presently experiencing high levels of player congestion. To resolve this issue, new Worlds will be added at the release of 4.0.
Moreover, players who want to transfer to or create new characters on designated Worlds across all data centers will receive special bonuses as described below.

Note that "Moreover..." is a separate line, referring to "Improvements to Population Distribution." Also note "players who want to transfer to...Designated Worlds across all data centers..."
Bolded for emphasis, across all data centers. Not just the one, EU data center. There's only one EU data center.
