DoH/DoL as soon as possible after the story is done. Saying this, I have never used a "Specialist Ability" in HW, they're not even on my hotbars. I only chose specialisms late on (as in late 2016) to get the bonuses. I have a friend who is also all lvl-60, with arguably better gear (I have Augmented main & offhand), but got used to the specialist system. They seem to struggle with some recipes & risk a NQ whereas my macros guarantee HQ (usually from NQ materials) for everything except the hardest crafts.

Not the current implementation. It was intended to equalize single-crafters and omni-crafters. It failed miserably because the Specialist skills are RNG garbage. So you still need the cross-class skills you gain from being an omni if you want to have effective and reliable rotations.
Hopefully the specialist system is better implemented in the expansion...it was little more than an extra 20 craft/20 control for me lol. Having said that - I hope that in order to maximize success as a crafter it is still necessary to have all cross class actions available - I like that effort = reward in that regard.Not the current implementation. I'm saying this from an omni-crafter point of view. I'm okay if they give single-crafters a boost. Crafting is not for everyone and I have no problem if someone wants to ultra-specialize in blacksmithing and be the ultimate there. There's where Specialist skills should boost them. As omni-crafters, we should still retain our ability to have that mastery in everything, without having to resort to alts or keeping things on hand to change specialties. The Specialist system shouldn't punish omnis like it does now.
