But um...
UwU what's this?
Why exactly is it recolored gear from 3.5? Because it certainly looks like recolored gear from 3.5

Actually, it has some slight differences from what i can tell.
Not surprising, since 4.2 dungeon gear was recycled as well. As was 3.4 dungeon gear and 3.2 dungeon gear. 2.4 dungeon gear was literally just Mythology tome gear and 2.2 dungeon loot included Darklight (Philosophy tome) gear.
So yeah. If a patch is even, expect the dungeon gear to be recycled. Only the Tome and Raid gear will be new designs.
Le gasp, SE reusing old gear, in new colors, I've never seen that before...
I like helping people with their Job ideas, it's fun to help them visuallize and create the job they'd like to play most. Plus I make my own too, I'll post them eventually.
It may just be a palette swap, but I quite liked the Filibuster gear from 3.5. So this is fine by me--especially since the jobs will get a different set than they originally did.
Nah it happens sometimes, not uncommon for dungeon gear to get the short straw. They got new designs for tomestones, raid, crafted glams via treasure map materials, seasonal pvp reward, possibly some other stuff like eureka if they change the designs for the upcoming armor upgrades there. They do have a lot of people working on the game and I'm sure they work hard but getting some more mileage out of existing assets is a very commonly used time saver in game development. This stuff takes a long time to make and ultimately it's not important for every model to unique. Same like enemy models are reused with some tweaks to them very often.
