I think I can see where you're coming from now.
Passive abilities is a game term that means its always on.
Active abilities is a term that means the player (or NPC) has to turn on the ability themselves.
Like eating a lalafell is an active ability. My body digests the rest passively.
Well I know about THAT bar, But I mean does it require us to USE traits on the action bar since they have a recast time?

What I have shown you is reality. What you remember, that is the illusion.
Or it could me that if you swap jobs you can't immediately use the trait.Traits have always had a separate bar, makes no sense to change that now.

Theory, but what the recast timers could refer to is when these traits "go active." As not all traits are active at all times, some require ability triggers.
Meaning, this trait activates due to WS1, Trait remains on cooldown for ~length of recast timer~.
Not likely, but possible.
My thought is that the timers are so that you cannot immediately have the trait active when switching jobs. I can't think of an extreme example but say a GLA wanted to switch over to a mage class for immediate MP recovery during a boss battle. Something to that effect. Not sure if this is the reason but it makes sense to slightly nerf the changing of jobs during NM or boss battles. Prevents the job swapping = equipment swapping of FFXI.
