But then there will be 31 total actions if traits are on the bar. Only a max of 30 can be added.

Traits have always had a separate bar, makes no sense to change that now.

Edit:
Theory, but what the recast timers could refer to is when these traits "go active." As not all traits are active at all times, some require ability triggers.

Meaning, this trait activates due to WS1, Trait remains on cooldown for ~length of recast timer~.

Not likely, but possible.
