I have several problems with your rotation.
By delaying the FoF phase until after the Requiescat phase you end up not buffing Requiescat and delay getting a full potency dot out.
You are delaying FoF to start on Goring Blade when it should be starting on FB or RA ending on GB+Req.
You are focusing to much on the new burst phase and MP consumption.
The Riot Blade you have at 38 seconds didn't give you any MP. When adding that 600 MP you no longer have to do that entire Royal Authority combo from 72 to 79 seconds. You're already at 7100MP and Requiscat is off cooldown at 67 seconds.
The entire rotation is essentially:
1. Goring (or Halone if MT)
2. Requiescat -> Holy Spirit x5
3. Goring -> Royal -> Royal -> Fight or Flight -> Goring -> Royal -> Royal
4. Repeat from #1
Note: Fight or Flight will last for two Goring Blades, two Royal Authorities, and end right when you use Requiescat (buffing it as well.)

There's not enough time for 6 Holy Spirits during the 12 second Requiscat buff. Also, it would only be useful the first time you drain your MP gauge. Refilling the gauge with Riot Blades in 48 seconds gives you just enough MP to cast 5 more spirits. You'd have to rely on Cover + Sheltron to cast six as an off tank.

More mana = more natural mp regen. A 6th holy is very possible by getting cast speed from 2.5 to 2.39 possible with melds or from many cast speed buffs. Melding the left side results in + 700ish mana or almosta 10% increase in mana.There's not enough time for 6 Holy Spirits during the 12 second Requiscat buff. I havnt calculated dps increase in getting a 6th holy per rotation, but it might be worth it

Has anyone done opener for pulling? Its new content where you might want to start in tank stance at first and do one or two enmity comboes before going ham with deeps, also stances are still on GCD and they also cost mana and resource so you need to count those too. I had few options in mind untill i saw that Requiescat was only magic dmg so whole rotation flew out of window.

You'd just replace the very first Goring with Halone each rotation. Offtanks can now Shirk (transfers 25% of their enmity to you) if you don't have a Ninja to Shadewalker and DPS got their own versions of reduced enmity; assuming you're really gung-ho about keeping that MT in Sword Oath.
If you have to stance swap, or dodge AoE's during Holy Spirit casts, or Shield Bash something, it's not going to be a big deal. You can always use an emergency Sheltron to cap your MP off before the next Requiesat phase is about to start. In fact I'd probably save the entire oath gauge just for that purpose even if you're off tanking.
Anytime a Tank swap is about to happen: Sheltron -> Change Stance -> Tank Swap
- Your Oath Gauge is reduced by 50% anyways so best to use it up
- Sheltron will pay for your Oaths MP cost and the delay in your MP rotation.
