For the ARR jobs, your retainer must be Lv30 on a combat class. At that point, you can set his job to the job associated with that class.
If you want to set your retainer to a Heavensward job (also, presumably, a Stormblood job), your retainer must first reach Lv50, at which point you may set him to any Heavensward job regardless of class.
Your retainer will keep his experience levels when you upgrade him to a job.
You can only assign your retainer a job once. If you change your mind, you must reset the retainer to Lv01 and then level him up again before assigning him a new job.
