Maybe you should do something for that addiction before you worry about fictional cities.

I'm worried that Doma might not make it in as an intact city. That's a legit concern from a paying customer, who's been told that they'd get to "liberate Doma".

You've never been told that you'll get to liberate (or even visit) Doma as a specific city. You'll liberate Doma as a nation. We already have a city, and that is Kugane.
