No, it means that the animation lasts for 10 seconds.

But seriously, I'm not sure, the notes are very confusing in a lot of places. Hopefully we'll get some clarification from the devs.

It would be so good to have 10 sec worth of Stun, but I doubt it..

With a move like that, it only takes two Pugilists to tie up a single mob, alternating their stuns.

Unless they eventually add diminishing returns on incapacitation and movement impairment effects.
