One thing I really like when it comes to the design of Samurai is that their oGCD abilities take some thinking. Yes, Kenki usage is rather simple in its core, but you still have to consider pooling Kenki and when it'd be most useful to use. If there are no burst phases, you likely are going to be storing them up until the Ninja does Trick Attack, which is when you would empty your Kenki gauge, etc.

And in the same manner, both of Samurai's DPS cooldowns are situational and require proper usage to really get anything out of them. Meikyo Shisui is not just a flat 15% damage buff where you just continue performing your normal rotation, you have to plan for it in advance and know exactly what you're doing in order to get the greatest benefit out of it. Hagakure also requires proper usage and planning to get the most out of it. And when we add Meditate and Starry Eyes, we get a ton of optimization potential via intelligent usage of resources, with everything altering your gameplay in a manner more significant than just buffing your damage by x for 20 seconds, for instance.
