Reddit user /u/lenoan created a pretty nice spreadsheet for creating rotations for samurai. Use it to play around and see if you can come up with the best solution. To use it just create a copy for yourself from the file menu I believe. All you have to do is pick a skill from the action column. The rest of the table fills itself in:

Fantastic tool, however, it's missing Ageha, and the damage modifiers don't apply to Yaten, Enbi, or Gyoten in the calculations. Other than that, good stuff.
