Just found this in the original post too. Thanks!
interestingly enough I feel as though it might be worth it to hissatsu: guren on cd if kenki allows, since for the cost of two shinten you gain 200 potency and use one ogcd. also not even really sure why starry eyes exists if it has the same cost as shinten but does less potency... unless you're able to double weave and have a lot of kenki to spare.

Might want to edit that again, as I did in my first post, Kaiten tooltip specifies that it applies to Weaponskill, Guren is an Ability.
Also I think people are too quickly dismissing the Yaten, Enbi, Gyoten combo. That's 500 potency for 1 GCD and 10 Kenki every 10 seconds.

Don't worry I saw your post I made a edit and changed it. Too be honest I don't know how I feel about that combo... It does have a good potency of 500 together but I'm just not sure where I can put it with the maximum being 100 kenki. There are so many different ways you can spend kenki its hard trying to put down what combinations should be used.Might want to edit that again, as I did in my first post, Kaiten tooltip specifies that it applies to Weaponskill, Guren is an Ability.

I really like this because it gets me thinking. Maybe I can find a way to fit it in. Maybe during the down time it would be good. I mean the rotation I made ends with 10 kenki so you could perhaps put it there?
But it also costs 160 TP. liberal use of it will have you OOT real quick.
I forgot about the tp cost! Seeing that now I'm not sure about the use. I don't think the tp cost should be that high. I will say though remember all these values could change before the 16th.
I think in a pre-made that would be a good combo but the question is would it be reliable in pugs? I have already encountered enough ninjas who don't Goad when you need it lol
I like the idea of the Yaten, Enbi, Gyoten but you also can't look at it in a vacuum. it may be one total gcd, but consider that if you instead proceed with your next combo, you end up with at minimum 150(300)280 which is 730 over the course of the next 1-2 gcds, proceed toward another sen and your kenki goes +5-25+5 for a net of -15. and there will be at least 1 auto attack there. it doesn't feel like kenki will be particularly hard to come by. but we'll have to see!
I really imagine Yaten, Enbi, Gyoten being more situational for dodging AOEs and/or quickly covering distance between adds without losing damage. Then again, I'm a total theory craft noob.
Edited the main post with the link but adding it here too for extra visibility
Reddit user /u/lenoan created a pretty nice spreadsheet for creating rotations for samurai. Use it to play around and see if you can come up with the best solution. To use it just create a copy for yourself from the file menu I believe. All you have to do is pick a skill from the action column. The rest of the table fills itself in:
