Actually this seems to be another miss translation cause you can see an Undo sign right on the point allotment pic.... or mabey it is just for redoing the points before you apply.

The undo is to undo the allotment before you accept it (in case you hit enter one time too much while alloting), but you will not be able to redistribute the points after you have accepted.
Earlier, you could allot points, then you could reassign a certain number of points every 4 hours (if I remember the details correct).
