Well possibly for some people... but to be honest

....I never run out of Ruin 3 spam even in Raids,

The only time I've come close is the Lava Scorpion Fight at the end in Sohm Al Hard.

Yeah constant Ruin 3 spam is the norm, not the exception. Admittedly though I don't know what your iLvL is... if you're still at iLvl 200 it may not be possible at that Gear Score.

I'm around 260. Ruin III outside of DWT is 10% of your total mp. There's no way every ruin cast is a ruin III.
