This is an issue with the client-server architecture that I've mentioned in many of my old posts. The game just seems to fucking drop packets all over the place and it has no clear way of telling you WHEN you're able to input the next skill due to animation locks. I've had FAR too many times to count where I hit a button to do a skill only for the button to not register, even though it was CLEARLY shown that my character was free and available to do the next skill (no animation lock or anything).

If they fixed the issue with the shitty client-server architecture (which they said will be fixed A YEAR FROM NOW in 2.0) then hitting the same button to undo a cast would work. Or as many people have pointed out, just give us a fucking universal "cancel cast" button to stop it.
