Yes. While it shortens queue times, it annoys everyone if you can't follow basic instructions or communicate properly and you'll eventually end up blacklisted if you fake language proficiency. I've had several frustrating parties with English-speaking players who couldn't understand the chat (as well as several non-frustrating ones with those willing to try) and it causes enormous problems.

If your queues are so long that they're ruining your day yet you aren't willing to learn the server language, please consider trying one of the other servers - it will be much better for you and your party members in future. As someone who plays with a huge ping to get on a server with the right language I can confirm it's not all that difficult to adapt to.
