    Is VSYNC enabled?

    What noise is the GPU making, Coil whine, grinding, ticking etc?
    I was getting 60 fps before the issue, and yes at the lowest setting.

    It's an MSI GTX 1050 TI OCEAN-PCI express card.

    I will start ffxiv and have a look at the GPU clock I'm playing windowed 1920 x 1080. VSYNC was enabled, I disabled it and the issue was still there. The GPU is making a slight whine/grind, but no ticking.
    Edit: Core Clock says 1759mhz, memory clock 3504mhz

    In LatencyMon, I noticed high DPC/ISR with usbport.sys, storport.sys, dxgkrnl.exe, and hdaudbus.sys, I found a few threads on google where people have had similar issues which is causing performance drops in gaming.
