before this update (1703) and after the server move my game was smoothly running at 60 fps, now it runs at 12fps, if I'm lucky and lowest setting at 16fps..

I had a different video problem. Before 1703, my display would load on first boot. After 1703, I would never see a display till I hit the restart button after waiting a bit for the OS to first load. Yesterday, I saw that there was new video drivers. That fixed my problem.
Maybe new video drivers would work if you do not have the latest.
Also, check to make sure you have the latest sound driver.
If still no luck, make sure your drive is working as intended and you have the latest firmware on the drive.
If none of those steps work, then it could be something with the OS settings and have to look into if the drive is having a high amount of waiting to write/read from. This will require a lot more troubleshooting work.

Also, have you checked the voltage levels coming from the PSU?
When the computer boots, go into the BIOS and make sure the correct voltage levels are set for the CPU and graphic card.
I saw this post from Microsoft saying that if it is only this application, you can give it a try.
1. Type the name of the program in the search box on the taskbar, right-click the search result, and then select Open file location.
2. Right-click the program, select Properties, and then select the Compatibility tab.
3. Disable 'Full screen optimization' > Apply > OK
Disabling full screen optimization will probably be your best bet. It's worked for others, and that's because that update had some sort of game mode thing that is doing the opposite of what we think it's supposed to do. Un checking the full screen compatibility box seems to boost fps back up.
