It is. You must turn in the Shire Sword and Shire Shield together, along with an Illuminati Deepest Gobdip, to receive an Augmented Shire Sword and an Augmented Shire Shield.
No they mean when you buy it - even though I dont really see why its a problem to spend 300 on the shield directly instead of buying 3 tokens and then buying the shield.
The reason not to have the tokens exchange for stones again is simple: It would allow you to circumvent the 2.000 cap. I agree that its just another type of currency for no reason though - we could just buy the weapons directly with 1.000 (or 700 for paladin) scripture, but I would imagine it has something to do with how the game handles those vendors (as in: trading items in might be easier than trading an item - the stone - and a curreny in). There is no reason to exchange tokens for scripture though - except cheesing the cap, but they could remove it then. If you bought tokens that you dont need... to bad, pay closer attention.


The ability to return items, honest mistake happen from time to time, and recover his tome/scrip value should be a thing. It's not like the devs can't put some rules to prevent any kind of abuse, like a limited time to do it, if you do anything that gives XP you no longer can't return it, if you use it to glamour you no longer can return it, if you enter in an instance you no longer can return it and similars.
