If it is a feasible solution they will probably look at it. Its not like they want everyone to have higher pings. However really without knowing the detail of how their game is set up and what side effects changes like that can have its not something which would be rolled out rapidly without substancial testing and its unclear wether it is the best solution.
It's so much easier to blame other people for your connection to the servers.

That said, I don't think the recommended solutions - and they would be solutions - will ever be implemented, regardless of how many complaints arrive. My guess is that SE either lacks the technical expertise (likely), or is possibly opposed for philosophical reasons (the solution, as I recall, requires trusting client machines for some things), or both. I don't see how complaints would help to resolve whichever of those two issues is preventing the improvement.
