Saw new "duty roulette: level 60lvl dungeons"

I had done all dutys. Still locked.

Do I must finally first main quest?

Requirements:

the roulette will only become available after unlocking and completing all the dungeons in the roulette.

The following dungeons must have been completed:

The Aetherochemical Research Facility
The Fractal Continuum
Neverreap
Saint Mocianne's Arboretum
Pharos Sirius (Hard)
The Antitower
The Lost City of Amdapor (Hard)
Sohr Khai
Hullbreaker Isle (Hard)
Xelphatol
The Great Gubal Library (Hard)

Players must have an average item level of 210 or greater.

Some of them are part of the early 3.x MSQ and can't be unlocked without it, make sure you're up to date with the MSQ and keeping an eye out on little side quests that have this blue marker above their head in some area's, those will unlock dungeons that are not part of MSQ but are needed later on.
