I could be misremembering, but if that isn't the case, I believe they said that PvP and PvE will be entirely different action sets in Stormblood.
I feel like its a bad decision to give you choices, but then 2-3 of them were already innate or guaranteed picks. I think each healer should just get Esuna. A better idea about Swiftcast and res is to instead make it so Res is automatically instant cast, but on a 60 second cooldown in combat.
It's a nerf for some Jobs and a buff for others depending on what actions they currently have.
For example, the Reprisal action is now a Cross Role, which is a buff to Paladin since it's the only tank that didn't actually have a means of reducing all outgoing damage by 10% like Warrior and Dark Knight.
From what I heard, rescue can only be used when the target has aggro. So we will have to see how that works, maybe it cant work on tanks?
You perform an action on a monster you have hate.. you reading into it too much.
All that means is whoever you are trying to rescue can't be passive. Maybe it is suggesting it can be used out of party and did not want people pulling people randomly.
You have emnity, not hate/aggro. hate/aggro are mostly used to mean when someone has pulled the mob off the tank.
To get this straight...
They've taken skills that were previously on some jobs as level unlocks; some of which were cross-class skills, and made them separate as this so-called cross-role skills; all while doing away with cross-class as it is - or if so, was?
If that's right then yes, personally I consider that a nerf... big time... as well as being pointless as they took a system that exists and added a few good additions to it - yet made it worse; one step forward - two steps back etc.

Several niche skills and several must have skills for all classes in a role along with several new abilities have been moved to a role based list all members of that role have access to replacing the cross-class skill list that often were filled with random skills of varied levels of usefulness.
White Mage is not loosing access to those skills and most of the skills being moved are getting new replacement skills in it's class skill list.
White Mage is losing access to the following cross-class skills: Ruin (redundant), Physic (redundant), Virus and Blizzard 2 (underused).
The following Conjurer class skills are being moved to the cross-role list and new abilities will be replacing them: Cleric Stance (now a DpS buff), Protect and Esuna.
The White Mage is maintaining access to the following cross-class abilities in the cross-role list: Swiftcast, Surecast, and Eye for an Eye
The White Mage is gaining access to the following new cross-role abilities: Break, Lucid Dream, Affection and Rescue
The White Mage will maintain the ability to select 5 of it's cross-class/role abilities with the list increased to 10 total abilities.
This will only be a nerf if the 4 replaced abilities were more useful than the new abilities and the replacement abilities for the abilities moved into the cross-role are less useful than any ability moved into the cross-role list.
Apparently it looks like bloodbath, mercy stroke are gone. It does seem like a nerf, but many things were rebalanced so we wont know until patch day.
