I for myself will try different setups and if I don't die because of too less mitigation then it's set: optional.

A fight without tank swaps? Let the starting tank slot mitigation and you slot shadewalker to give him emnity as OT.

This is an MMORPG. If you have trouble because their is a minimum of group coordination before attempting difficult fights... well, stay in your dungeon runs with your 'mandatory' skills and be the one who saves the day for all the scrubs with your op selection of skills.
