Are role actions a nerf?

You are aware that you can change skills once in a dungeon it takes all of 5 seconds

You are put on a 30 sec cd (or 25, do not remember), I done it before, very fun to go in a sub 20 DF, use cleric, then switch it out for aero. (and protect when people complain but it does not matter for those low df)
