I have to agree that hard casting Suiton has a real negative effect on GCDs but for the sake of timing Ninki skills may be an actual valid factor, as 2 AutoAttacks can happen in the duration of a Suiton hard cast.

Of course that if we go for Bhava before TCJ hard casting Suiton is a total waste :/

Altho making the 2nd TA have the whole of TCJ fit in just fine (if you start with Bhava), I really fail to see it as reliable :/
Seriously if anything Ninki generation will be for the NIN like casting bars are for BRD and MCH.
