This implies that people who buy jump potions will sit through a tutorial or retain information. Jump potions in WoW had the same effect.

Given the level 60 Dragoon I encountered recently in Sohr Kai that largely spammed Heavy Thrust and Impulse Drive?

It's not the jump potions that lead to a player not retaining information (or seeking it out in the first place), it's the player themselves.
