Yes, Bard and Machinist can both run and gun. No more cast times. (happy for all of you) Bard is pretty much a new job. Buffs all play instruments now... it looks sexy.

Having mained Bard since 2.0 all the way through 'til now (and probably much further into the future), I actually ENJOYED the way Wanderer's Minuet worked. The cast times weren't too obnoxious, and gave us just enough mobility to dodge almost any mechanic without needing to ever turn it off.
The only thing I didn't like about it is that it came so late into the game; it needed to be put on a much earlier level so people could have gotten used to it quickly. I support the decision to remove it, but only because of that reason.
