Anyway they are decent at best. They offer nothing in how a WHM is played, cool down reduction is next to useless on a WHM since you use your CDs when they are needed not when they are ready (except Assize, but its CD was already reduced for the expansion). Plenary needs to be completely reworked, as it is now it will never be balanced.
