First off we don't know what the new content will be. So you don't emphatically KNOOW that you can heal without it. HOwever if the game is well designed you SHOULD never NEEED one specific job ability to complete content. However certain utilities SHOULD provide a benefit over other utilities GIVEN a specific situation. This RNG base oGCD on an effective 20-30 sec effective recast will help alleviate heavy inc raid dmg sequences ( in theory....we still to wait for the content that will put these abilities all to the test).
please turn your attention from the meta of raid balancing and pay attention to how the fundamental play style of WHM seems to have changed drastically. Why am I disincentivized to use Regen, Medica II or Asylum. They would only take away from potential Cure I and Cure II casts which costs me Lillies AND Confession stacks.

If a target doesn't have any confession stacks they won't get healed. Gasp.
I'm praying they re-work things to proc off of our HoTs, make it like a healer version of BRDs Rain of Blood procs. Just do something, anything, I have no desire to sit there casting Cure spells once per global cooldown for the rest of time, it's insane.
Did A11S yesterday. I casted Cure II three times and Cure zero times. So I would have got zero lillies the whole fight in all likelyhood.
It's almost as if they don't know how decent WHMs play the job.
Chain Stratagem isn't like Litany. It boosts current crit rate on people hitting the target by 20%. So if your crit rate is 25%, then after Chain Strategem, it'll be 30% (25*1.20), a 5% boost in that scenario. Considering most DPS don't have a crit rate that high until late into final raid tier ilvls, it's not a huge deal.
It's possible the way it works is an AoE heal centered around the person with the confession stacks. The tooltip doesn't look like it, cause the range is 0. If that's the case, it's not a useless ability but a quick mana free way to boost people around your tank. However, it being built up by random chance means it's going to be deeply frustrating to use, because you could get a bunch of confessions when you don't need them or not get any when you do. That's been the problem dogging the WHM forever, you don't always get freecures when you need them and often times you get them when you totally don't.
Since we dont have to stance dance, tossing out hots, dpsing, topping off with cures, and occasionally dumping cooldowns to do ridiculous heals or dps on demand... I can envision multiple encounter designs where this would be highly desirable.
