Unable to get rid of Stutter since server move

I'm running a gtx980 and Every few steps in game I receive a stutter in ALL areas. I first noticed this stutter in the housing areas and now anywhere I go I cannot get it to stop. I've tried turning off windows aero/adjusting lowering settings/reinstalling the game/capping my frame limit via my gpu. The only thing that would get rid of this stutter completely was lowering my framerate via the in game option to 30 fps. I'm have an i7 processor with 16 gigs of ram and I'm unsure why the game won't run smoothly at 60 frames. Any help would be appreciated as this greatly decreases enjoyment of the game for me.

The datacenter move definitely should not cause graphics related stuttering. Could try updating or rolling back your GPU driver, and maybe even a clean install using DDU to wipe out any traces of old drivers that might be causing a conflict. It seems weird if it wasn't happening at all before the server move...Maybe your card is overheating and throttling performance? Try grabbing something that will monitor your temps (for example: HWmonitor. Lots of other options, though). Are you having performance issues in any other games?

I apologize I just recently tried out Nier Automata and it looks like the same issue is happening there as well. I was sure this was a FF issue but looks like its something to do with my pc I guess. I just wish I could figure out what it is.

Stuttering could be either driver problems, overheating issues, a lose card, low power from a failing PSU such as a voltage rail dyeing, or even a fault hardware somewhere (might not just be the graphic card as the possible problem then).
