I have to agree with the general sentiment. I'm watching my wife play through the story of 2.X, and most of the s*** they make the player do is rage inducing. I dareday 75% could be considered filler content, and that's only in the MSQ.
From the other perspective, I have to assume there was a design requirement for certain number of quests at certain levels that give certain amount of experience. Progression planning and all that. When you have plot milestones that don't line up with progression mechancis, you get the 2.x MSQ.
It would be nice if they could write a more robust storyline going forward.
