It's packet loss but your ping reported none. For you to actually see the dropped packets you need to do more than 4 pingsType of Issue/Feedback: Lag/"Freezing".
Primarily in instances but to a lesser degree late in the night for open world, everything will freeze for a few seconds (increasing in severity depending on the time) then "fast forward" through everything that happened. This is particularly terrible to deal with in dungeons, for obvious reasons.

Frequency: Infrequently, but often enough at night to be very noticeable.
Traceroute records:
Sometimes the traceroute will show upwards of 115~ms right after I get out of an instance where I experienced lag issues.
Also a traceroute would be good.
