I can confirm after routing my traffic through Dallas instead of Chicago to San Jose (Private VPS/VPN) my connection is now stable and playable. Trace route is almost completely useless as it doesn't show packet loss; you need to use something like winmtr and or pingpath when the game is lagging to show which hops are being bad.

From most of the trace routes I've seen ntt.net's backbone is garbage and at this point it is on Square to put pressure on them especially since I believe they are using ntt.net's data centers also.

If I didn't have a private VPS and VPN, I would have unsubscribed at this point because its more than likely to never be fixed until ntt.net upgrades their infrastructure and or prioritizes FFXIV traffic. Nothing SE does software wise to the servers will fix this issue unless they come up with god-like net-code.
