Pretty much exactly this here except southern New York around 90ms, the problem either lies in the netcode/distance itself or both altogether. Ive done multiple tests on /ac Macros I use to use for buff queuing(using the wait 0.5 command) and as of now they no longer function ever without dropping a skill or two. As another MCH stated earlier the problem persists more so in the open world and dungeons as opposed to housing instances fighting dummys, where the server refresh rate is allegedly higher. The first day I had about 1 second delays talking to NPCs, however since then its alleviated itself somewhat. If the servers can't be moved to a central location I would assume it looks like its time to take a look at that netcode SE.
