Phoenix down should be combat ready!

I think making rezing that easy would be something they wouldn't want to do for the sake of balance.

I would also point out that unless they have swiftcast off cd it takes 6 seconds to cast a raise so rezing isn't trivial, particularly during high damage periods. Would you still be as interested in Phoenix Down for combat if it actually had a raise cast time on it's use?

I think so, I can think of times a healer could LB3 to save the whole party but goes down first on accident. having someone else raise that healer would be nice. even with a cast time, a good dps or tank could rez a healer for a save.

I think Down shouldn't stack, it should be last resort only.
