I agree with this as well. They could simply add a cooldown to the player who was raised with a Phoenix Down if they want to prevent abuse of it in Raid content. Make it so if you're Raised with a Phoenix Down you can't be Raised with another for like 3 minutes or something. That seems fair enough because players shouldn't be depending on them but having them as an emergency backup would be nice.
