Hotbar 1 not working as intended after migration

Hello, I have an issue with my non shared hotbar 1. It no longer retains any of my class abilities and instead has duplicated my shared hotbar 10. If I drop a spell on hotbar 1, hotbar 10 also updates with the same spell in the same slot. I thought I got around this issue by disabling hotbar 10 and using hotbar 6 (previously unused) as my new hotbar 10. Then proceeded to correct hotbar 1 on my WHM. Once everything looked like it used to and was working I switched over to my AST but hotbar 1 is still showing all the WHM abilities while on AST. If I drop Benefic on hotbar 1 and then switch back to WHM, benefic is still on the bar. What has happened to my hotbars and how can I fix this issue? I have double checked my setting and hotbar 10 is set as a shared hotbar but hotbar 1 is not selected for shared status.

I just noticed something else. When I switch from WHM to SCH or any other class the WHM abilities stay on Hotbar 1 but the MP cost under each spell reverts back to the correct MP value of the correct class I have switched to for the spell that is supposed to be there. But if I try and click on that spell it still says "Cannot use as current class" You can see examples of this in the pictures below. Bottom left Hotbar is Hotbar 1
